Background of the project

Public concern about the potential adverse health effects of human exposure to the electromagnetic radiation from base stations has grown in recent years. The problem is further intensified by network expansion, with the installation of more base stations. The number of base stations may have to increase significantly in the future, in order to implement the latest developments in mobile communications (e.g., UMTS and TETRA). However, a key issue which remains unresolved is the harmonization of measurement procedures for assessing RF exposure and testing compliance of installed base stations with the guidelines restricting human exposure to electromagnetic radiation. Such an optimized method is urgently needed to fulfill the requirements of the R&TTE directive of 1999 and is needed for companies and other institutions performing exposure evaluations of the public exposed to the environment of base stations. The outcome from the project will also be used to help the development of RF monitoring systems, in particular for the statistic uncertainty assessment.
