The ARC Seibersdorf Research GmbH (ARCS) constitutes Austria's largest contract research enterprise with approximately 500 employees and 100 research guests and students. The majority shareholder is the Austrian Republic, represented by the Federal Ministry of Science and Transport. ARCS introduced the unit Quality Management Systems according to ISO EN 9001 in 1994 which is supervised and audited yearly and certified in three-year intervals. The business unit Mobile Communications Safety runs an EMC Test Laboratory, which is accredited by the Austrian Ministry of Economic Affairs. Staff members of the Information Technologies Division have been engaged in EMF-related research for 20 years. The research projects range from literature evaluations regarding the biological effects of electromagnetic fields, for the Austrian government as well as for industry and utilities, to measurements of SAR (from mobile exposure in human tissue). Based on this knowledge, staff members have also contributed to regulations for protection from EMF at national and international levels. Close cooperation is sought and maintained with national and international institutions and programmes as well as universities involved in EMF issues. The business unit of Radio Frequency Engineering has been engaged in RF antenna development for many years, e.g., precision reference dipoles and precision conical dipoles, evolving into optimized monitoring systems.

Dipl.-Ing. Georg Neubauer is the Deputy Head of the Business Unit Mobile Commuications Safety. He is an electronics engineer with 10 years experience in EMF. Mr. Neubauer is the Austrian representative to TC 106x of CENELEC, the Austrian delegate to COST action 281, chairman of WG 186-EMF of the Austrian Standards Institute (responsible for the Austrian prestandards ÖNORM S 1119/1120) as well as of WG EMV-EMF of the Austrian Electrotechnical Association.
